The 2020 census counted 12,883 people in Smyrna, and the Census Bureau’s July 2025 estimate is 13,340. Town taxes and county taxes

The Smyrna date to watch: September 29The town bills by May 15 for the coming twelve months. Pay the base amount by July 1 and you save 2 percent; the full amount is due September 29, and anything unpaid by then takes a 1.5 percent penalty.

Smyrna’s tax is not tied to today’s market. The town says its assessments are not based on current appraisals or market values, and a property is reassessed only when permitted work, such as an addition or a demolition, changes it. Questions go to the town at 302-653-9231, option 4.

The county bill arrives separately and follows the county’s calendar. On the Kent side, bills go out in early August and are due September 30, with 1.5 percent a month added after that under state law. On the New Castle side, the county announced in July 2026 that, because its reassessment review has to be finished first, 2026 bills would be mailed in mid-November and due December 31, 2026. Check the county’s site for any later change.

Electric, water and the closing

Inside town limits, Smyrna itself is the utility. The town supplies electric, trash, water and sewer service, though not every home takes all four, and natural gas comes separately from Chesapeake Utilities. Utility bills are due on the 6th of each month.

When you sell, the old account does not close on its own. The town’s instructions are blunt: if the new resident does not apply for service and the previous account holder has not filed a Request for Disconnection, the previous account holder keeps being charged. Buyers can apply up to five days before settlement, with a $200 deposit and a $25 fee. Filing your disconnection for the settlement date protects you; the business office at 302-653-9231 is open weekdays from 8 to 4:30.

Rentals, inspections and repairs

Smyrna landlords need a yearly rental license, payable to the town, and an inspection before each new tenant moves in. The inspection fee is $75 and has to be paid before the town will book it, with a day’s notice. If the unit fails, or if you cancel with less than an hour to go, the next visit costs $100. Transfer tax and water near the house

Transfer tax. Kent County’s rate sheet lists Smyrna with a local transfer tax of 1.5 percent and a state share of 2.5 percent, collected by the county, for 4 percent of the price. Under 30 Del. C. § 5402, the seller and buyer split it equally by default, and that is the split we use when we buy in Smyrna. On a $400,000 sale that is $16,000, or $8,000 each. For a parcel on the New Castle side, the attorney confirms with both counties where the deed and the tax are taken.

Water. The town takes its name from the Smyrna River, and DNREC describes the river’s 71-square-mile watershed as lying partly in Kent and partly in New Castle County, made up of the Smyrna River, Duck Creek and Cedar Swamp-Delaware Bay sub-watersheds, with nearly half of its wetlands saltwater. If a foreclosure has been filed

In Delaware a foreclosure is heard by Superior Court in the house’s own county, so a Smyrna case may be in Dover or in Wilmington. The protections are the same in both: for a home you live in, a notice of intent at least 45 days before filing, then automatic mediation, with no judgment possible until the day after the mediation conference.
