Camden is a small town on Dover’s southern edge with a long history. Kent County’s own description says it began as Mifflin’s Crossroads, became Camden Crossroads, and takes its name from Charles Pratt, the first Earl Camden. For a sale, the jurisdiction matters more than the mailing address, because it decides which town taxes, licenses and liens the title search turns up.

By Zillow’s index, Camden is one of the pricier places in central Kent County, with a typical value of $411,647 in August 2026, compared with $343,273 for Dover in the same update. An index blends every kind of house together. A home that needs a roof, a heating system or a new kitchen will trade below that middle figure, whatever the subdivision.

Town hall, authority and county: who handles what

Camden taxes and town liens

The Camden date to watch: September 30Camden’s charter adds a penalty, at a rate set by Town Council, for each month, a partial month counting in full, that town taxes paid on or after September 30 stay unpaid. The Kent County bill is due the same day.

The town charter gives Camden strong tools for collecting. Town taxes are a lien on the property for ten years from the date they are levied (section 22). Section 29 goes further for unpaid charges such as water rents, sewer service, trash assessments, license fees and nuisance-abatement costs: they become a first lien on the property, with priority for ten years. And section 25 lets the town buy and hold property sold for unpaid taxes, water rent, electric bills and similar charges. In practice, none of this stays hidden: the settlement attorney’s title search turns it up, and the balances are paid from the price on settlement day.

On the county side, Kent adds 1.5 percent a month to taxes still unpaid after September 30, under 9 Del. C. § 8604, and parcels that stay delinquent can go to a monition sale, which the county holds four times a year. Rental licenses and empty houses

Renting in town. Camden’s rental license costs $100 per unit for each calendar year. The application asks for the tenants’ names, the lease end date and the number of residents, and it requires a property maintenance person: an adult who lives close enough to Camden to meet town officials at the unit within 72 hours of a notice, who makes repairs and who can accept legal papers for the owner. An out-of-state landlord either hires that person or becomes one. We buy rentals with the tenants staying, and the lease passes to us at settlement.

Abandoned property. Camden keeps a registry for abandoned properties. Its form asks for the recorded notice of default and the lender’s details, carries a $250 fee, and stays in effect as long as the property is subject to the ordinance; any change in the information has to reach the town’s Land Use Administrator in writing within 10 days. Transfer tax and the disclosure form

Transfer tax. Camden and Wyoming both appear on Kent County’s rate sheet with a 1.5 percent local share and a 2.5 percent state share, and the county collects both, so the total on a Camden deed is 4 percent. Delaware’s transfer tax statute, 30 Del. C. § 5402, has the seller and buyer each pay half by default, and a sale to us follows that even split. At a $380,000 price, that is $7,600 from each side.

Seller’s disclosure. Delaware’s Buyer Property Protection Act requires anyone selling a home with up to four units to put known material defects in writing on the state’s Seller’s Disclosure of Real Property Condition Report before the buyer makes an offer. Certain sales are exempt, including those by an estate’s fiduciary. Selling to us does not change the duty to be honest about what you know, but nothing you list has to be repaired before settlement.

Mortgage trouble in Camden

A lender cannot foreclose on a Camden house without a case in the Superior Court in Dover. For a home you live in, it must first send a notice of intent at least 45 days ahead, and once the case is filed it goes into Delaware’s automatic mediation program, with no judgment allowed until after the conference. That gives most owners several months to decide.

Zillow’s home value index for Camden reached $411,647 in August 2026, up 3.2 percent from a year earlier. Zillow’s figure for the 19934 ZIP code as a whole, which takes in much of the wider Camden-Wyoming area, was lower at $386,607 in the same listing. The difference is a reminder that these are averages over very different houses.
